Retrato sa Merkado Photo Contest

A photo contest featuring the sights, faces, colors, and activities in the Naga City People’s Mall

1. What it is all About
This photo contest aims to create awareness among stallholders that the City is serious in promoting the market as tourist destination and to highlight the Market as microcosm of a vibrant society and as a valuable community resource which reflects Naga’s heritage and serves as a source of civic pride for the past, present and future generations.

The theme for this photo contest are Merkado Publiko: Lalawgon nin higos asin disiplina kan Nagueño (PEOPLE). Will feature faces and activities of vendors (act of selling and maintaining cleanliness in their vicinity) and market employees (act of maintaining order, cleanliness in the public market) and Merkado: Orgulyo kan Nagueño, sa Kinaban Bistado (PLACES, STALLS, WARES AND GOODS). Will feature places, stalls, goods and wares in the Market (eg. photo dried fish arranged artistically)

2. Who Will Qualify
This photo contest is open to all professional and amateur photographers. Relatives of up to third degree of consanguinity and affinity of organizers and its judges are disqualified to participate in this contest.

3. Rules on Submission of Entries
a. All entries must be submitted in printed photo paper with 8” x 12” size or in CD Format. Selected finalists will be asked later to submit e-files or film negatives for printing during the photo exhibit.
b. There shall be no limit on the number of entries which shall be submitted by the participants but participants can only win once.
c. Deadline for the submission of entries is March 28, 2011
d. Photographer participants should submit their photo entries together with the completed entry form and the description of the photographs. The entry forms can be downloaded at www.naga.gov.ph or ask a copy of the entry form through email from allen.reondanga@naga.gov.ph
e. All images in the photo entries should not contain any markings such as watermark, etc.
f. Photographs must be exclusive to this contest, unpublished, and must not have been submitted as an entry in any previous photo contest.
g. All photos must either be in color or black and white format. Images may have minor alterations for color, contrast, etc. but may not be significantly altered, appear unnatural, or have elements added or removed.
h. Images that do not meet these format and criteria will not be considered.
i. By entering this photo contest, a participant represents, acknowledges and warrants that the submitted photograph is an original work created solely by the participant and that no other party has any right, title, claim or interest in the photograph.

4. How to Send Entries
All entries (printed photographs in 8” x 12” size or in CD Format) should be mailed or hand carried inside a sealed envelope to:

5. Deadline for the Submission of Entries
Deadline for the submission of entries will be on March 28, 2011. The organizers of this contest are not responsible for any postal or technical delay.

6. Criteria for Judging
a. Entries will be judged on originality, technical excellence, composition, overall impact, and artistic merit.
b. All entries must be respectful of the rights, sensitivities, and culture of persons depicted.
c. All entries must portray an accurate reflection of the subject matter and scene as it appeared, without alteration (other than standard optimization, including removal of dust, cropping, adjustments to color and contrast, etc.)

7. Mechanics for Judging
a. There shall be finalists which shall be selected for the top three prizes awards. All finalists, and top three winners shall be notified by email or phone.
b. A steering committee composed of organizers of this contest will oversee the selection of the finalists, the top three winning entries.
c. Competent judges of this contest will be selected by the steering committee.
d. A mechanism will be developed by the steering committee to ensure that the judging process is fair and objective. The steering committee shall ensure that the name of the photographer of the photo entries shall remain anonymous until the announcement of the winners to prevent undue influence in the judging process.
e. Decisions made by the judges are final.

8. Prizes

a. Prizes for this contest are as follows:
First Prize – P10,000.00
Second Prize - P 8,000.00
Third Prize – P 5,000.00
Special Gift of limited edition City-commissioned quality t-shirts (design of shirt will be published in the Naga City website) for all finalists
b. Winners will be announced and prizes awarded on April 4, 2011. This will coincide with the opening of the photo exhibit of the three winners, and finalists.
c. Prizes not claimed within 60 days after the awarding ceremonies shall be forfeited in favor the organizers.
d. In the event that the selected winner/s of any prize are/is ineligible or refuses the prize, the prize will be forfeited and the organizers, in its sole discretion, may choose whether to award the prize to another winner.

9. Rights Over the Submitted Photographs
The photographers of the submitted entries are the original owners of these photographs and shall allow the organizers of this contest the right to use these photographs without prior notice to and approval by the photographer who took the photos. However, photo credit shall be given to the photographer who took the photograph which shall read “(c) photographer.” Moreover, the organizers of this contest shall not be allowed to sell these photographs for monetary consideration.
